It is up to the individual.
Be careful where you walk. Be careful who you trust. Don’t talk to strangers.
This was advice given to me by my parents. It seems as good advice today.

I’m in the southern CA area; a few months ago, there was an identity theft ring that was caught. The thieves struck a deal with the prosecution to name their source, in order to get a reduced term on their sentencing. The source turned out to be a registered nurse; she was selling confidential info on patients’ files for years. Apparently, these men were not her only contact. Through investigations, they learned she had sold confidential data as soon as a new patient was admitted, and most of the new identity was sold to an underground organized crime group that specialized in creating authentic-looking documents to be sold to illegal aliens, so they could secure a job in the US. The identity theft ring that was caught were using the confidential data to open new credit card accts, which is why the FBI got involved. The newspaper said they never pursued who the other ring was that was selling the data to create fake documents to sell to illegal aliens. A spokesperson for the FBI had said “…undocumented aliens posing as someone else is not as serious of a crime, as opening new credit card accts…” which is why they’re not going after the other ring specializing in creating fake documents.

Insurance companies play on more than one fear. I happen to work for one that I won’t mention, but the general stratagem is to give people a slight neurosis or phobia of every conceivable kind of tragedy and then offer a remedy.
The tragedy is always possible but they want to you be terrified so you will buy their product.
